Residence requirement

Scholarship holders (Stipendium Hungaricum, Scholarship for Christian Young People and Hungarian Diaspora Scholarship) are required by the programmes' Operational Regulations to live and reside in Hungary while they are studying. The requirement is only lifted during the summer for July and August and for passive semesters. The complete rules can be found at the end of this page.

Leaving Hungary

While scholarship holders are allowed to leave the country for shorter periods (both for personal or professional reasons), generally one time per semester. However if the planned journey is longer than 10 days, they must ask for permission. Students staying abroad for an extended period without permission will lose their scholarship holder status. You can request a permission in Neptun, under the "Administration" tab there is a  "Requests" menu where you can hand in your form.

Registration at the beginning of each semester

In most semesterts the registration obligation will be checked and supervised by the Faculties under their own authority. Please kindly cooperate with your Faculty Coordinators, as they will keep in touch with you. During the semester, only students who got permission do so by the University may stay away and participate in online education. However, please note that the scholarship cannot be paid until the student declared to be in Hungary. If and when there is a change in the form of education, you will be notified.

Stipendium Hungaricum Operational Regulations (III.3.5. & III.3.12.)

III.3.5. The scholarship holder is required to stay habitually in Hungary during the training period as follows:

  • a) The scholarship holder's continuous private stay outside Hungary may not exceed 10 working days per training period.
  • b) In case the intended stay abroad for private purposes exceeds 10 working days but does not reach 30 days within a semester, it is the host institution’s responsibility to authorise the absence.
  • c) The stay abroad for private purposes referred to in paragraphs a) and b) shall not entail withdrawal of the support.
  • d) Abroad stays of more than 30 days per training period are subject to institutional authorisation, and may only be allowed in cases of childbirth, or in the event of an accident, illness or other unexpected reason beyond the scholarship holder’s control, in which cases the student status of the scholarship holder shall be suspended for the relevant training period in accordance with Section 45 (2) c) of the Higher Education Act.
  • da) If the stay abroad of more than 30 days is realised due to a state of emergency, and the scholarship holder participates at distance education while having active student status, requesting a passive status as described in point d) is not necessary.
  • e) In the case of points d) and da), no scholarship or housing allowance shall be granted from the subsequent month following the decision in respect of the training period concerned. ea) Scholarship holders with the status described in point da) shall be granted the scholarship and housing allowance again from the month of their return to Hungary.
  • f) During the training period, the scholarship holder is allowed to attend foreign conferences, internships, or other study-related stays abroad for a maximum of 30 days, while still being entitled to the contribution to accommodation costs and the monthly stipend.

  • h) Stay for the purpose of paragraph f) but for more than 30 days per semester shall also be permitted only once per semester, in which case the scholarship and accommodation costs shall not be due to the scholarship holder for that training period and the institution receives the cost for the semester only if the stay is in the sending country, and in the case of a non-sending country it is only possible to receive an organisation allowance.
  • i) Scholarship holders in doctoral training may participate at student mobility abroad with the purpose of research for the duration of maximum one semester in both phase of doctoral studies. In their case the housing allowance and the monthly stipend shall be considered as mobility grants for this specified period.
  • j) Scholarship holders studying at bachelor’s or master’s level may once during their training period, for the period of 1 semester at maximum, and scholarship holders participating in one-tier master’s or PhD programmes may not more than twice during their training period, for a period of maximum 1 semester each time, at least 2 years apart, participate 13 in partial (exchange) programmes at institutions of higher education located outside of Hungary and owned (directly or indirectly) by non-profit asset management funds registered in Hungary, or at foreign higher education institutions participating in the Makovecz Scholarship Programme, provided there is a cooperation agreement in effect between their Hungarian and foreign host institutions, without losing their scholarship. Such foreign partial training may not take place in the first year of the scholarship holder’s studies.

III.3.12. The scholarship holder is required to register personally at the international office of the host institution at the beginning of each semester.


Scholarship Programme for Christian Young People Operational Regulations (III.3.2. & III.2.3)

III.3.2. The scholarship holder is obliged to reside habitually in Hungary as follows:

  • a) The scholarship holders’ continuous private stay outside Hungary may not exceed a maximum of 10 working days per study period.
  • b) If the intended stay abroad for private purposes exceeds 10 working days but is less than 30 working days in a semester, it is the host institution’s responsibility to authorise the absence.
  • c) The stay abroad for private purposes referred to in points a) and b) shall not entail withdrawal of the support.
  • d) Stays abroad of more than 30 days during one study period are subject to institutional authorisation, in accordance with point c) of section (2) of paragraph 45 of the ANHE, may only be allowed in cases of childbirth, or in the event of an accident, illness or other unexpected reason, other than the fault of the scholarship holder.
  • e) In the case of paragraph d), no student benefit shall be granted from the date of the decision in respect of the study period concerned.
  • f) During the study period, the scholarship holder is allowed to attend foreign conferences, internships or other study visits related to shorter research, studies (not exceeding 10 working days).
  • g) If the intended stay is for the purpose of paragraph f) but for a period of 11 to 30 days, it may take place once in the semester, and it belongs to the competence of the institution to allow it, in which case the support should not be withdrawn.
  • h) Stay abroad for the purpose of paragraph f) but for more than 30 days shall also be permitted only once per semester, in which case the scholarship and accommodation costs shall not be paid to the scholarship holder for the study period concerned.

III.2.3. The scholarship holder must register in person at the international office of the host institution at the beginning of each semester.


Hungarian Diaspora Scholarship Programme Operational Regulations (IV.3.6. & IV.3.13)

IV.3.6. The scholarship holder is required to reside habitually in Hungary during the training period as follows:

  • a) The scholarship holder’s continuous private stay outside Hungary may not exceed 10 working days per training period.
  • b) In case the intended stay abroad for private purposes exceeds 10 working days but does not reach 30 days in a semester, it is the host institution’s responsibility to authorise the absence.
  • c) The stay abroad for private purposes referred to in paragraphs a) and b) shall not entail withdrawal of the support.
  • d) Abroad stays exceeding 30 days per training period are subject to institutional authorisation, and, in accordance with Section 45 (2) c) of the ANHE, may only be allowed in cases of childbirth, or in the event of an accident, illness or other unexpected reason beyond the scholarship holder’s control, in which cases the student status of the scholarship holder shall be suspended for the relevant training period.
  • da) If the abroad stay of more than 30 days is realised due to state of emergency, and the scholarship holder participates at distance education while having active student status, requesting a passive status as described in point d) is not necessary.
  • e) In the case of paragraph d) and da), no scholarship or housing allowance shall be granted the subsequent month following the decision in respect of the training period concerned.

  • h) Stays with the purposes stated in paragraph f) but exceeding 30 days per semester shall also be permitted only once in a semester; in this case, the scholarship holder shall not be entitled to the scholarship (living allowance) and the accommodation costs for the given training period, and the institution is only entitled to organisation allowance, but not the cost allowance.
  • i) Scholarship holders in doctoral training may participate at student mobility abroad with the purpose of research for the duration of maximum one semester in both phase of doctoral studies.
